Stating that this situation must be corrected as soon as possible, Hürana Güngör said the following:
“If we do not accelerate and complete urban transformation, the probability of being caught by a major earthquake with our current stock of dilapidated buildings is very high. In such a case, no one could account for the lives lost. Moreover, deep wounds that would take years to heal would be opened in our country’s economy. As the İYİ Party Istanbul Provincial Administration, we are once again warning all authorities and those responsible, primarily with regard to Istanbul. We must now focus on urban transformation and complete this process as soon as possible in a united mobilisation effort.”
THE SOLUTION IS NOT DIFFICULT
Hürana Güngör, Member of the İYİ Party Istanbul Provincial Executive Board, noting that as the İYİ Party they do not merely voice the problems, said that they have also developed a proposed solution for completing urban transformation successfully in the shortest possible time. Güngör summarised her views on the matter as follows:
“First of all, because citizens have been left alone with the contractors, the signatures cannot be completed. Relevant public institutions, primarily municipalities, need to become involved in the process as guarantors on a legal basis. The second major obstacle is the lack of financing. On this matter too, public banks, TOKİ, or the Ministry of Environment and Urbanisation as a legal entity should begin negotiations as soon as possible with international investment and development banks. It is possible to benefit from the long-term, interest-free or low-interest support and loans of the World Bank and the European, Asian and Islamic development banks for urban transformation infrastructure and superstructure projects and housing projects. For this, a feasibility study that is grounded in reality and acceptable to these institutions must first be prepared for urban transformation. Financing options with maturities of 20 to 30 years should be explored for the transformation of at least 5 million dwellings.”
TURKEY CAN ACHIEVE THIS
Stating that Turkey has one of the most powerful construction sectors in the world, Hürana Güngör of the İYİ Party said: “Our contractors, who have completed projects of hundreds of thousands of dwellings in Russia, the Turkic republics, the Middle East and African countries, have the means and capability to complete Turkey’s urban transformation in at most 5 years if the right financing solutions are found. In short, on one of the most vital issues for our country and our nation, once again we have the ‘flour, sugar and oil’ but cannot get started on ‘making the halva.’”
HOUSING PRICES AND RENTS
She stated that the rapid rise in housing prices and rents, which has recently become the most important problem for citizens, is essentially caused by ‘the decline in the supply of new housing.’ Hürana Güngör defended the view: “In Turkey, where a few years ago around 600,000–650,000 new dwellings could be produced per year, this year 250,000–300,000 new dwellings can be produced. This is because land has run out in our cities with high housing demand. If urban transformation had been well planned and an average of 300,000 dwellings could have been produced each year through urban transformation, we would not have faced these prices and these difficulties.”
