INSULATION MADE MANDATORY IN BUILDINGS

Minister of Environment and Urbanisation İdris Güllüce on the Exterior Insulation Made Mandatory in Buildings (14 January 2014)

Minister of Environment and Urbanisation İdris Güllüce noted that, in addition to the exterior insulation made mandatory in buildings, fuel and energy savings of up to 90 percent can be achieved through thermal insulation systems that can be applied to windows, basements and roofs.

Minister Güllüce recalled that, for the purpose of using energy efficiently, buildings without an Energy Performance Certificate are not granted an “occupancy permit”, and that existing buildings have also been required to obtain this certificate by 2017.

Stating that, within this scope, exterior insulation applied to the façade can provide fuel and energy savings of up to 60 percent when carried out in accordance with TSE standards, Minister Güllüce said: “In addition to the exterior insulation application, there are also certain types of insulation that can serve as additional factors. With the different thermal insulation systems that can be applied to windows and frames, basement floors and roofs, this savings rate can be raised from 60 percent to levels of 80–90 percent.”

Minister Güllüce noted that the service life of exterior façade insulation applications carried out with the right company and the right materials varies between 80 and 100 years, like the service life of buildings in Turkey.

Explaining that the temperature distribution is more homogeneous in insulated buildings and that noise is also absorbed, providing acoustic insulation of the room, Güllüce further emphasised that, since less heat energy will be used thanks to insulation, a contribution is made to the national economy, while environmental pollution is also prevented through the reduction in the emission of the energy used into nature.

Minister Güllüce noted that the expenditures made for exterior insulation applications are recovered, within periods varying between 2 and 3 years, through the fuel and energy savings they provide.
