Ministry of Environment and Urbanisation Construction Craftsman Training Begins

In line with the instruction of the Minister of Environment and Urbanisation İdris Güllüce, training and certification for the “Professional Competence Certificate” – popularly known as the “Mastery Certificate” – will be carried out in the province of Ankara in order to raise awareness among workers and employers in the construction sector.

This training is also of great importance in terms of the qualified personnel that the construction sector needs. Drawing attention to the importance of the training, Minister of Environment and Urbanisation İdris Güllüce said: “As of 01.01.2015, the issuance of temporary mastery certificates to building craftsmen will be discontinued; building craftsmen who have previously obtained a temporary mastery certificate are required to replace their certificates with the ‘Professional Competence Certificate’.”

Nature and Content of the Training

In order to serve as a model for the certification practices to be carried out nationwide and to raise awareness among workers and employers in the construction sector, a completely free training and certification programme will be carried out in the province of Ankara by the General Directorate of Professional Services of the Ministry of Environment and Urbanisation. This will enable a limited number of tradespeople holding a “temporary mastery certificate” – formworkers, plasterers, lift installers, concrete workers, ironworkers, plumbers, bricklayers, electrical installers, thermal insulation workers, and scaffolding installation workers – to develop their professional qualifications and obtain a “Professional Competence Certificate” in compliance with the legislation of the Vocational Qualifications Authority (MYK).

The training programme will begin in the first stage with the training and certification of “reinforced concrete ironworker” craftsmen. Depending on demand, training in other branches will also be carried out. The training will last 5 (five) days, totalling 40 hours, and will consist of two parts: theoretical and practical. After the training, the certificate will be issued to those who pass the examination conducted by certification organisations authorised by the MYK.

Within this scope, the Ministry of Environment and Urbanisation and the administrations authorised to issue permits in the Construction Contractor Information System registered a total of 435,064 Temporary Mastery Certificates for 309,396 people.
